Try Resetting Your Internet Modem:

Unplug the power cable from the modem and also from the wall outlet.
If the modem has batteries, remove them.
Wait for a minute, then reinsert the batteries and connect the power cable.
Wait for the modem lights to become solid, indicating a reset.

Reconnect your device to the internet and check if Vudu is working.

Reset Network Settings:

if you are using mobile device, try resetting your device’s network settings.

This can help resolve any network-related issues that may be causing Error Code 28.

Keep in mind that resetting network settings will remove saved Wi-Fi networks and passwords, so you’ll need to re-enter them.

Here how to do so:

For Android devices:

Open the Settings app.
Depending on your device, look for an option like “System,” “System & Updates,” or “General Management.”
Tap on “Reset” or “Reset options.”
Alternatively you can simply search for the Reset network.
Select “Reset network settings” or a similar option.
Confirm the action when prompted.
