To get Soru or Flash Step in One Fruit Simulator, you need to go to Marine and then find an NPC named Flash Step.
The NPC is located at the top of the Middle House, which you can see in the following picture.
Once found, you need to interact with the NPC. When you do so, he will ask you to get his lost Pearl back.

To get the Pearl in One Fruit Simulator, you need to kill a Sea Beast. You can find and kill the Cow Sea Beast on any Island.
When you kill Sea Beast, chances are high that you will get the Pearl as a Drop. Notably, Pear is also used in the Speedoh quest and the 2nd Conqueror Haki Quest in One Fruit Simulator.
Once you have got the Pearl by defeating Sea Beast, head back to the Flash Step NPC and then interact with him.
When you do so, the guy will ask you to pay 150K to learn the Flash Step or Soru. If you have the required amount of in-game money then click on the Accept button.
When you do so, you will have the Flash Step learned in the One Fruit Simulator.
