When you climb the tower, you will see an NPC named Sonia. When you talk to Sonia, she will ask you to bring Angellic’s Feature X350 and Lost Ruby 3X.
For the unversed, Angellic’s Feature can be obtained from Skypiea, which is located in the first sea from any NPC.
To find Lost Ruby, you need to head to Tundra Island, which is located in the Second Sea. After getting there, you will have to defeat Anubis to get Lost Ruby.

Once you have obtained the required materials, head back to Sonia. When you go there, she will tell you ‘Use your goods wisely… defeat the One Who Above Until you think that’s enough…”

After accepting the quest, you need to head back to the First sea Skypiea and kill the Enel Boss with Pole. The level of Enel is 900.
