Once found, talk to him. When you do so, he will ask you to go to the Altar and Summon the Kraken Tentacle. When you get there, you will be asked to obtain Heart of Sea.
To craft Heart of Sea in King Legacy, you need to go to the Mansion and find a secret door, which is located on the roof there. When you go through that door, you will find the Crafting NPC named Jack Stone.
There, you will get an option to craft Heart of Sea.
