When you get there, you will see a Portal that you need to go past.
When you do so, you will see a building like Pyramid. There is a door on top of the building.
When you go inside that building, you will find Pedro. Once found, you need to interact with him.
When you talk to him, he will ask you to bring him 750 Billion Beli, 4.7K Strength, 3 Awakened Kaido Kill, and 4 Moon Fragments.
To obtain Moon Fragments, you need to defeat the last 2 bosses on New Zou Island.
When you defeat them, they will drop Moon Fragments.
Once you have got everything Pedro asked for, head back to Pedro and interact with him.
When you do so, you will get Electro V2 in AOPG.
