To get Shark Anchor in Blox Fruits update 20, you are required to obtain Monster Magnet. If you do the Terrorshark raid without obtaining the Monster Magnet, you will not get the Shark Anchor.

Obtaining Monster Magnet In Blox Fruits
To get Monster Magnet in Blox Fruits, you need to find the Shark Hunter NPC first, which is located on the Tiki Outpost Island. When you talk to the Shark Hunter, he will ask you to craft two items — Shark Tooth Necklace and Terror Jaw.
When you craft these two items, you will have another item unlocked. The name of that item is Monster Magnet. Before you get this item, make sure you have the said items crafted.

To craft a Shark Tooth Necklace in Blox Fruits, you will have to collect 1 Mutant Teeth and 5 Shark Tooth. Terror Jaw, on the other hand, can be crafted by collecting 1 Terror Eyes, 2 Mutant Teeth, 10 Fool’s Gold and 5 Shark Tooth.

Once you have successfully crafted Monster Magnet, you need to spawn the mini-raid boss Terrorshark and kill it. When you kill the boss, you will have a 1% chance to get the Shark Anchor in Blox Fruits.
