When you talk to her, she will give you a quest asking you to collect rare items.
The rare items that you need to get to obtain this ability are — Broom, Witch Hat and Mini Hakkero.

Upon opening those boxes or crates, you can get Broom and Witch Hat. The drop chance is around 1%.
Mini Hakkero, on the other hand, can’t be obtained by opening boxes or killing people.
