Once you meet the 10,000 BB requirement in AOPG, go to the new island named Dracula’s Domain at First Sea.

There you will see two NPCs in front of the castle door.
Standing over the stones, you need to talk to the
Hellsing Teacher NPC to get the Hellsing gun.
