Frozen Dimension is a part of sea events in Blox Fruits that spawns when certain requirements are met. The condition to spawn the Frozen Dimension is paying the bribe to The Spy NPC.

Paying The Bribe To Spy In Blox Fruits
To bribe the Spy in Blox Fruits, you need to go to the Tiki Outpost, which is located in the Third Sea. Once you get there, you will have to go on top of the main building.
When you get there, you will find the Spy NPC there. Once found, go and talk to him. When you do so, he will tell you, “Hey, curious about the Leviathan?”
When you see this message, click on the Clues option. When you do so, another dialogue will appear on the screen. Now, click on the Bribe option to bribe the Spy NPC.
Now, you will be asked to pay 1500 Fragments as a bribe. If you have enough fragments in your inventory, click on the Say less option. When you do so, he will tell you a bit about the Leviathan boss.
Now, you need to repeat the same process three times more. Yes, you will need to pay a total of 6000 Fragments bribe to the Spy in Blox Fruits.
When you bribe the Spy 4th time in Blox Fruits, you will get a message that says, “The Leviathan is out there! Go find it before it causes more destruction.”
Once you have successfully paid the Bribe, go and take a boat and then request five or more players to get into the boat. Since you have paid the Bribe, make sure you ride the boat or else the Frozen Dimension will not spawn.
